Product Note - 3.0 PRE-QUALIFYING REQUIREMENTS (a) PRE-QUALIFYING CONDITION NO.1: The tenderer should be registered in appropriate class in Government / Public Sector Undertakings. (b) PRE-QUALIFYING CONDITION NO.2: The tenderer should have successfully completed the works of construction of Natural Draft Cooling Tower under single contract either for power plant of capacity 210MW or above or for heavy industrial plants having capacity not less than 30,000 Cu. m/hr. and the same should be performing satisfactorily for minimum period of one year. (c) PRE-QUALIFYING CONDITION NO. 3: The average annual turn over of the tenderer during the preceeding 3 years (i. e. 2006-2007 to 2008-2009) shall not be less than Rs. 19.8 crores. 4.0 The tenderers should satisfy themselves before purchasing online Tender that they meet all above qualifying criteria. The tenderer shall furnish the necessary documents (Original/Attested copies of documents attached with the tender) in support of fulfillment of pre-qualifying criteria and other tender requirements after opening of tender bids if asked for. The tenderers not fulfilling the criteria of submission of the technical bid documents as specified in tender will be disqualified. The on-line purchase of tender documents does not necessarily qualify the tenderers for acceptance of their bid. 5.0 For participation in the tenders, online vendor registration is mandatory. On-line vendor registration is already opened on our website namely www.mahagencociviltenders.com. Interested tenderers are requested to log on to this website and go through detailed procedure of registration and a checklist of required documents carefully after clicking on link “Digital signature icon” available in download columns. Duly filled up request application form and all applicable documents alongwith non refundable registration fees as applicable for one year in the form of D.D. drawn on any Nationalised or Scheduled Bank payable at Mumbai in favour of ‘Maharashtra State Power Generation Company Limited, Mumbai’ shall be submitted in the physical form in the office of the Chief General Manager(C) Gen.I, Maharashtra State Power Generation Company Limited, Estrella Batteries Expansion Building, 1st Floor, Dharavi Road, Matunga, Mumbai – 400019. The request for registration will be verified by Maharashtra State Power Generation Company Limited and after approval by the Competent Authority, a USB token for storing Digital certificate and I key, utility CD& tender wizard help manual will be issued by MSPGCL to the tenderers/Contractors. After generation of digital certificate with sr.no. etc. and receipt of U.S.B. token, the tenderer should visit to Company’s website and click on ‘Register Me’ link and fill up the form of Account information/Profile information/Registration Details. The tenderer will then get User ID & Passward and thus they will become registered vendor of this office and will become eligible to participate in the tenders of civil construction project works of Maharashtra State Power Generation Company Limited subject to fulfillment of prequalification criteria of tender works. All the tenderers are requested to get themselves registered in advance and no extention of time limit will be considered for the delay in online Vendor Registration. 6.0 Blank Tender Documents will neither be issued manually nor be sent by post or courier. Blank tender documents can be viewed and downloaded by registered intending tenderers online on website www.mahagencociviltenders.com from 09/09/2009 to 29/09/2009 upto 16.30 hrs after payment of non refundable tender fees of Rs. 15,000/- by Epayment directly to our MAHAGENCO’s A/c. in Axis Bank through net banking. MSPGCL have integrated the net banking facility of Axis bank with our website for the purpose of E-payment. The tenderer will have to open their A/c in Axis bank. However tenderers shall note that the opening and operating the account in Axis bank will be as per the guidelines of Axis bank and MSPGCL IS NO WAY RELATED IN THIS ACTIVITY. Those who wish to download tender documents by paying fees in the form of Demand Draft should physically submit the D.D. drawn on any Nationalised/Scheduled Bank payable at Mumbai in favour of ‘M.S.P.G.C.L., Mumbai” in the office of the undersigned on all working days during the sale period. 7.0 The pre bid meeting shall be held on 05.10.2009 at 11.00 hours in the office of the Chief General Manager (Civil) Gen.I, MSPGCL, Dharavi, Mumbai- 400019. 8.0 If necessary the training of registered contractors for filling of e-tender and allied matters will be held in this office, three days in advance of last date of sale. 9.0 Tenders duly filled in as per the procedure stipulated in the tender document and duly signed with digital signature will be received online on 15/10/2009 upto 13.00 hours. It is advisable to submit the digitally signed tenders sufficiently in advance of due date & time so as to avoid last minute trafficking at server. Techno commercial bid will be opened online at 14.30 hours on the same day, if possible. After opening of Techno commercial bid and its scrutiny the Price Bid submitted by the tenderers who have been qualified in Techno Commercial Bid will be opened . The date of opening of Price Bid will be intimated to the tenderers subsequently. In case the above opening date happens to be a Public Holiday, the immediate next working day will hold good in lieu of the date mentioned. Tenders shall be submitted only online and not in person. Tenders sent by post/courier will not be accepted. The tenders will not be accepted after due date & time of submission. Further MSPGCL does not accept any responsibility for inability to use and/or for any delay in service provided by the site. The right to reject any or all tenders without assigning any reason whatsoever is reserved by the Company.
