Product Note - BACKGROUND United Nations Development Programme (UNDP) is committed to support India to achieve the Millennium Development Goals and national objectives outlined in its Five-Year Plans by extending technical assistance to the Government of India (GoI). The current cooperation between GoI and UNDP is based on a five-year Country Programme Action Plan (CPAP), 2008-2012, that is prepared under the United Nations Development Assistance Framework and is aligned with India`s 11th Five Year Plan. The UNDP CPAP establishes precise results that are to be achieved within a specific time frame and these results in turn, contribute to the achievement of higher goals. Based on the CPAP, UNDP develops new initiatives which are the tool to implement activities and ensure achievement of results (outputs) and ultimately contribute to achievement of higher outcomes. To demonstrate tangible development results as stated in the CPAP, there is an immediate need for the UNDP India CO Management and staff at all levels to refresh competencies that lead to effective application of results based management approach in programming and performance management. Additionally, given India’s rapid economic transition and changing national priorities as well as a push from donors and partners for performance, transparency, strategic planning, accountability and harmonization, there is an urgent need for UNDP India CO to respond by evolving it’s role from being a traditional ‘donor’ to a ‘development partner’ in order to remain relevant in the face of changing external environment and challenging working relationship matrices with various partners. In the above context, a training programme that will help UNDP India CO to better deliver the Government`s agenda and transform its services in a changing world, by making the best use of leadership and management potential, through the development of selected skills is envisaged. Broadly, such a training will promote a more efficient intra and inter program team dynamic for better synergy; more results orientated strategic program planning; innovation across program and processes for results and operational excellence; and high motivation levels and spirit of results orientation. ASSIGNMENT DETAILS The training consulting firm will develop office wide competencies to deal with change and its implications on a day to day basis as well as fully grasp its importance for the organization’s growth. In order to develop key competencies for high level performance of all staff (programs + operations), customized training programs will be developed for mainly two groups of candidates: Group 1 (about 15 staff) – Heads/senior staff in various units in program and operations sections. This would include all staff graded NO(A) and above Group 2 (about 45 staff) – All other program and operations staff including NO and GS levels For both the groups as identified above, the customized training program will be designed to cover three broad topics – leadership and management competencies, change management and performance management, which are further elaborated below: Leadership and management training will equip the CO staff to be effective team leaders and managers and could include, among other topics, instruction on the following: (i) Leadership styles – underlying values beliefs of each style, negative leadership styles, when not to lead or followership etc. (ii) People-task balance – participative/autocratic styles and their balance, etc. (iii) Strategy and Innovation – and why that can be a key game changer for a ‘leader’ (iv) How to display leadership qualities when not in a leadership role, and why? Change management could include, among other topics, the following: (i) what is change and where does it occur? (ii) How does change affect staff on a day to day basis? (iii) how do we deal with change? (iv) who initiates change? (v) What happens when organization don’t change? (vi) change techniques Performance management could include, among other topics, the following: (i) supervision (ii)setting goals (iii) giving feedback (iv) receiving feedback (v) what is/skills of coaching (vI) the power of questions/and questioning techniques Elements of the above modules can vary in content and style for the two groups as capacities will be very different in both the groups. For Group 1 – a follow up mentoring mechanism after the initial training to ensure continued impact will need to be developed. Duration of training for both groups can be between 1-2 days and training dates could be staggered between the two groups. QUALIFICATION • The training consulting firm must have at least 10 years of top tier professional training experience in management skills , leadership development, change and performance management • Prior experience of training development professionals in multi-bi institutions is a definite advantage • Besides training, strategic and advisory experience in the international development sector is also desirable How to Apply:- Proposals / Applications for this consultancy assignment should be sent by email to bids.india@undp.org or addressed to the Procurement Division, United Nations Development Programme, 55, Lodi Estate, New Delhi 110003.
