Product Note - 1 Bidder: The Bidder should be either a manufacturer or authorised Dealer/Agent, possessing appointment letters/ documentary evidence of authority and capable of installing and commissioning the equipment/ machinery and satisfactorily rendering all after sales services including supply of spares, periodical servicing, breakdown/ preventive maintenance for a minimum period of five years in continuation to warranty period. Authorised dealer/Agent should attach authorisation from the Principal. 2 Scope of Purchase Contract: a For imports: The Successful Bidder shall be required to deliver the ordered items through Cochin International Airport (Nedumbassery)/ or Cochin Sea Port, Kerala, India, on CIF/CIP basis. (See notes under the general conditions at the end of this notice). b For Indigenous supply: Door delivery at Rubber Research Institute of India, Rubber Board, Kottayam-686009 on CIF basis. Installation and commissioning, if required, are to be arranged at the cost of the Supplier (in both the above -a and b- cases). (Civil / Electrical works, if needed will be arranged at the cost of RRII. Specifications / details of such requirement shall be provided well in advance of scheduled delivery, by the Supplier). 3 Warranty: Replacement warranty shall be for a minimum period of 12 months from the date of installation and commissioning. Offers with extended period of warranty will have weightage while evaluating the offers. After sales service beyond the warranty period (break down/ preventive maintenance services), availability of spares and rate of AMC charges are to be mentioned in the offer, which should be valid for 5 years after warranty period. (The rate of AMC charges will be reckoned for evaluation of bids in terms of price competitiveness). 4 Validity of Offer: Minimum 90 (Ninety) days from the date of opening. The maximum period of validity, the Bidder is able to offer beyond 90 days may also be mentioned. 5 Price: Price quoted should be on a. CIF/CIP basis (net of discounts/ commissions). (The most preferred pricing) b. If FOB price is quoted (at Port of shipment-in very exceptional cases permitted) the cheapest mode of shipment/ Airfreight, insurance and clearing costs estimated are to be indicated (for evaluation purpose). 6 i. For FOB price quoted Clearance: Customs clearance charges payable, if any, to the Clearing Agent of the Supplier (to be paid by the supplier and reimbursed by the RRII) may be indicated. If the rates are found exorbitant, the RRII will engage its own Agent, at its cost. ii. Insurance: In case the Suppliers’ quoted rate of insurance (to cover transportation upto RRII, installation and satisfactory commissioning) is high; the RRII can arrange shipment Insurance at its cost, in respect of FOB price orders. For CIF/CIP supply, the insurance shall cover risks upto RRII till installation and commissioning is over) 7 Piecemeal supply will not be entertained. If resorted to, for unavoidable reasons, the RRII will not bear any cost thereof and the supplier will have to compensate RRII all expenditure incurred directly and / or indirectly (towards clearance, customs duty, transport, incidentals, etc.) on account of such piecemeal supply. 8 Payment: a For payment in INR (Rupees), Bank Demand Draft/ Cheque will be issued after satisfactory supply, installation and commissioning, as the case may be ; b For payments in foreign currency, the facility of unconfirmed irrevocable letter of credit will be arranged, for which the charges inside India will be borne by the RRII. Expenses outside India will be to the account of the beneficiary (supplier). Confirmation of LC, if insisted, the charges thereof will be to the account of the beneficiary. Charges for amendment of LC, once established with the concurrence of the beneficiary, will be to the account of the beneficiary. C In lieu of (ii) above, the order value can be released in advance, provided the supplier/his agent produces a bank guarantee issued by any Nationalised Bank in India for 105% of the order value valid to cover the delivery time plus 30 days. d Alternative to ( c) above, the RRII will keep ready a demand draft for the (confirmed part of the) order value In foreign currency, which can be issued to the supplier immediately against satisfactory delivery (installation and commissioning as may be required) of the ordered item(s) at RRII. A photocopy of the demand draft will be issued upon receipt of the order acceptance letter. This mode of payment will be agreed to only in exceptional cases and only in respect of such order(s) the delivery/deliveries is/are assured within 10 weeks of issuing the confirmed order(s). (Validity of such DDs will have only 3 months, and therefore the cost of revalidation, if so warranted, will be borne by the supplier and adjusted/ recovered from any balance payment (If there is no such payment or the amount is insufficient the Supplier/ His agent has to remit that amount to RRII to receive the DD. Bid Schedule and Bid Format 9 EMD : No Earnest Money Deposit/ Bid Security need be remitted, unless specifically mentioned against the name of any equipment in Annexure A. The amount EMD if required to be remitted, will be refunded to all unsuccessful bidders, immediately on placing order with the successful bidder. In respect of successful bidder, the EMD will be converted as “Performance Security” together with any additional amount required to be remitted. 10 Schedule of Equipment and Machinery: Please see “Annexure A” 11 Bid form: Please see Annexure B. 12 Receipt of bids: The bids should be in sealed envelopes (separately for each item) superscribing the name of equipment and reference No. (as given in the attached Annexure A) noting the due date and time of receipt, (as noted in the Schedule in the Annexure A) and addressed to: The Deputy Secretary (Admn), Rubber Research Institute of India, Rubber Board, Kottayam-686 009. 13 Last date of receipt of Tenders: As shown in the Schedule of Equipment given as annexure A. General Conditions 14 Client List: A list of customers who have been supplied with the equipment and satisfactorily using it need be furnished. (If the list is too long, the most reputed customers/ Government/Public Sector Organisations located in Kerala /South India only need be included). 15 The specifications are based on the basic minimum requirements, as envisaged. Additional features /configurations of the model offered will be considered for weightage in evaluation. Two copies of the literature/ brochure shall be attached with the bid. 16 The prices offered shall be final, except as a consequence of any technical features added/deleted and as mutually agreed upon while technically evaluating the offer. 17 The order value will be ordinarily net CIF/CIP price quoted and as modified (vide 16 above). (Please refer to clause 5 and 6 also for quotes in FOB terms, which are permitted in very exceptional cases, to the advantage of RRII ). 18 Billing: The proforma invoice and final bill shall be for the net price; and discounts/ deductions should not be mentioned. Such details are to be given separately. 19 Important: The RRII will not entertain any demand for change of the above payment terms (given under clause 8 above), and any attempt of the tenderer(s) to negotiate payment terms will cause their tenders summarily rejected. Th20ose Those tenders which are found technically responsive on preliminary evaluation will only be considered for detailed evaluation (based on competitiveness of price). 2T1he RRII is at liberty to accept or reject any bid in part or full without assigning any reason thereof. It is open to the RRII to choose items with higher end specifications; even though the price may be higher and also placing the orders either CIF / FOB basis. 22 The Director of Research reserves the right to accept or reject any offer without assigning any reason thereof. Also he reserves the right to make modifications in the specifications, as may be found necessary later, but before placing the firm order in consultation with the successful bidder. 23 Any additional information or clarifications required can be had from the Deputy Secretary (Admn) during 8.30 am to 5.00 pm on all working days. 24 Notice and bid documents are available in Rubber Board’s Website: www.rubberboard.org.in and can be downloaded and used for submitting bids.
